Preface
I can't remember when I first became interested in the political process or the operation of government generally. As is perhaps the case with most people, my interest grew gradually to the point where there almost seemed to be a sudden awareness and desire to become involved. There is no question that my father's involvement with the Department of Welfare during my formative years gave me and my brothers a good grounding on the way government operates. During my boyhood it appeared that it was largely a matter of filling in forms, adding up figures and signing papers. There were the nights at home when the final tabulation of the preceding week or month had to be done by father before his report could be forwarded to St. John's. It was father's involvement in this work, much of it at home, that first gave me awareness of government and of the larger Newfoundland community.
